Sidewalk Improvements Plan
Updates:
December 8, 2020: The Council voted to defer the 2021 calendar year project.
December 2, 2020: A town hall meeting was held with the residents in which the council received some great feedback which gave them much to consider before moving forward.
At the September 8, 2020 City Council Meeting, the council voted to approve Resolution 2020-72 adopting a policy on sidewalk improvements. At the October 13th City Council Meeting the council had to identify which sidewalk improvements to begin for the 2021 calendar year. They chose to start with the 3 smaller/least expensive projects first to test the resolution policy and receive important feedback from the community. The bolded Laurel St projects listed below are the 3 projects that will begin next year.
This policy was adopted so council could begin the process and have options on funding sidewalk improvements. Funding options include using property taxes, funding through TIF sources, and assessing part of the cost to homeowners. It is not the council’s intention to cause undue hardship to property owners, but rather work with them to develop a plan that would be the most cost effective for both parties.
The Council plans on holding “townhall” meetings before any improvements are scheduled. In these meetings they will explain the various options for moving forward and give property owners a chance to ask questions, voice concerns, and help develop a plan for moving forward.
There are currently six sidewalks identified as priorities:
Street From To Length (ft) Price (sf) Est. Total Cost
Laurel St Kellogg Ave Rhinehart Ave 340 $11 $24,310
Laurel St 13th St 12th St 320 $15 $31,200
Laurel St Alley w of 11th 10th St 505 $11 $36,108
Linden St Percival Ave 15th St 750 $11 $53,625
Vine St Fair View 9th St 1,075 $11 $84,013
Kellogg Ave Walnut St Linden 1,025 $15 $99,938
Walnut St 10th St Railroad ROW 2,580 $9 $150,930
All sidewalks are to be 5 feet wide per ADA guidelines. However, it is important to note that anywhere a new sidewalk connects to an existing sidewalk the width of the existing sidewalk (4 ft) will be used. It is also important to note that council is using the new policy to begin a multi-year sidewalk project to increase walkability and accessibility for all residents of Dallas Center.
