Well 11 Project (completed)

January 12, 2021:  Council approved Resolution 2021-2 accepting the Water System Improvements.  This project is complete!

December 8, 2020 Update:  City engineer reported this project is substantially completed other than several punchlist items.  Council is anticipated to take action on a Resolution accepting the Water System Improvements at the January 12, 2021 Council meeting.

October 13, 2020 Update:  City engineer reported the well is being flushed and we are waiting for test results.  He anticipates the well being online in a few weeks and that the project will be completed by the November City Council meeting.

July 14, 2020 Update:  City engineer reported the well has been drilled and the test pump is in.

May 21, 2020 Update: Work began on this project in mid April and continues to move forward.  At the May City Council meeting Bob Veenstra reported that the results of the soil samples taken from the test well were very positive and he anticipates this could be our highest producing well.
 


 

In 2015, the City of Dallas Center completed a well field exploration program designed to identify future well sites for the water system due to the age of some of the current wells.  The City utilizes four wells as the source of our water.  This water is then pumped from the wells, to the treatment plant where it is treated before it is sent out for consumption.

 

During the August 13, 2019 City Council meeting, the council was made aware that shallow well #8 (one of the four wells that source the plant) had failed and a new well was needed. Council then instructed the city engineer to proceed with the permit process through the Iowa Department of Natural Resources utilizing the findings from the 2015 well field exploration. The goal is to have a new well up and running in the Spring of 2020 to be ready for peak water season.

At the December 10, 2019 City Council meeting the council set the date of January 9, 2020 to take bids for this project and January 14, 2020 to act on the bids.  At the January 14, 2020 City Council meeting the council then accepted a bid from The Northway Corporation in the amount of $280,118.00. (Original bid of $328,518.00 less Change Order No. 1 in the amount of $48,400.00.)

This project is to be paid for from the City’s water fund.  However, due to this unexpected project happening the same year as the unfunded DNR mandated upgrades to the water plant, there will be at least a 3% annual increase in water rates to keep up with water collection, treatment and distribution costs.
