2 - Cross Developments Street Improvements

March 12, 2024 - The City Council awarded the construction contract to Grimes Asphalt to move forward with the base bid and alternate bid for the scope of the project.  This will include 230th street west of Highway 169.  The Council discussed paving 230th street east of Highway 169 to North Point Lane should additional funds be available. 

January 9, 2024 - City Engineer Bob Veenstra has been working on design and provided a preliminary estimate to help determine if 230th street can be included in this project.  Veenstra’s estimation is that the work on 230th street would fit within the current budget.

December 12, 2023 - Resolution passed instituting proceedings to take additional action for the issuance of not to exceed $2,500,000 general obligation capital loan notes (Cross Developments Street Improvements).

November 14, 2023 - Veenstra & Kimm continue to work on design for this project.  Surveying has been completed.  City Engineer Veenstra is hopeful to bid project in February to get an estimate in place for financing.

October 10, 2023 - The design phase of this project has begun and Veenstra & Kimm have been out to survey the property.  The earliest possible construction date is June 2024 and is projected to be completed in October 2024.

August 8, 2023 - City Engineer Bob Veenstra reminded the council of their consent to move forward with exploring options regarding financing street improvements at Cross Developments.  The City of Dallas Center has entered into an agreement with Veenstra & Kimm for engineering services.  Central Dallas Developers, LLC has signed an agreement to transfer Country Living Estates private streets to the City.

July 11, 2023 - City Engineer Bob Veenstra provided background information on TIF and options for financing the future street improvements in the Cross Developments.  The council consented to moving forward with planning and financing for street improvements.

June 13, 2023 – City Engineer Bob Veenstra presented options for the council to consider regarding the streets in Cross County Estates and Country Living Estates.  In order to capture the TIF base from January 1, 2022, the city needs to commit to certify the debt by November 30, 2023.

May 9, 2023 – City Engineer Veenstra gave an overview of TIF and stated it might be time to “freeze the base”.  After speaking with Piper Sandler, Veenstra asked the council to consider alternative options to finance streets in the Cross Developments.  Public Works Director reminded the council that this would result in an increase in road maintenance/snow removal. The Council was in general agreement that the City should certify TIF debt in November to capture the TIF funds available from January 1, 2022 to January 1, 2023. 

July 12, 2022 – The developer of Cross Country Estates Plat 6 has signed the agreements and the City owns the streets from Hwy 169 to the new development. The original developer of Cross Country Estates is ready to sign over the remaining streets and they will be held in escrow.

June 14, 2022 - The streets in the Cross Developments will be acquired over time with the first one being immediate and the others to be held in escrow.  The streets on the east side of Hwy. 169 will be turned over to the Homeowner’s Association before it changes to the City.

January 11, 2022 – A proposed agreement with the current owner of the roads is drafted in preparation of the City gaining ownership of the roads.  Veenstra and Kimm will prepare plats of survey to divide four existing street lots to create two parcels in each of these four lots.

August 31, 2021 - The streets in the Cross Country Estates and Country Living Estates fundamentally do not meet the City's standards for public streets. The City has not established specific criteria for the assumption of ownership of the streets in the Cross Country Estates and Country Living Estates projects. Nonetheless, the City has expressed a general willingness to assume ownership of the streets provided the streets can be upgraded to a condition that would not require regular and ongoing maintenance.

Since 2011, citizens of Cross Country and Country Living Estates have continually informed the council of their many issues with the developers regarding roads and overall development maintenance.  However, the streets in these developments are private roads owned by the developers and the homeowners.  Therefore, it was their responsibility to construct and maintain the roads.  There is an outstanding agreement between the City and developers for the roads in Country Living Estates to be hard surfaced by September 1, 2011.
